Transport Emissions and How UK Vehicle Taxes Price Carbon
Transport is the UK's largest source of greenhouse gases, at around 28% of the total. Unlike industry, it is not covered by the UK ETS; instead carbon is priced through a patchwork of vehicle taxes, fuel duty and local charging zones. This guide explains how they work and what they mean for drivers and fleet operators.

The five UK taxes that price vehicle carbon
First-year VED is banded by CO2 g/km. From April 2025 a car emitting over 255 g/km pays £5,490 in year one, while a zero-emission car pays £10. This is the most direct carbon price most drivers encounter.
Charged at 52.95p per litre on petrol and diesel. Although not labelled a carbon tax, it equates to roughly £230 per tonne of CO2, far above the UK ETS carbon price.
Benefit-in-kind rates rise with CO2 emissions, from 3% for electric vehicles in 2025/26 to 37% for high emitters. This makes EVs dramatically cheaper as company cars.
London's ULEZ charges £12.50 a day for non-compliant vehicles. Birmingham, Bristol, Bath, Sheffield and others operate similar zones targeting older diesels.
Reformed in 2023 to vary with Euro emissions class and weight. Heavier, older lorries pay up to £749 a year.
Cities, congestion and high-emission vehicles
Urban transport policy is where carbon pricing is felt most sharply. Clean air zones, congestion charging and low-traffic neighbourhoods are reshaping how cities move; platforms such as ViewMyCity track how UK and international cities are changing. At the other end of the spectrum, high-performance cars sit in the top VED and BiK bands: a typical V8 supercar emits 250-350 g/km and pays the maximum first-year rate. Enthusiast sites like Cool Supercars increasingly cover the shift to electric and hybrid performance models as manufacturers respond to emissions rules.
